Edit: Did order the larger size. This one arrived in a bag marked "large', but it is the same size as the medium!! The picture shows the medium on the left and the large on the right. I measured the skirt, it is 16 inches (both the large and the medium). She was able to stretch it to try it on, but told me it was way too tight. My slim 6 year old has a 22 inch waist, the problem is usually trying to keep things from falling down on her!
