**UPDATE**
After opening each booster pack, I'm almost certain that the packs were tampered with. Each pack had a discrepancy ranging from missing reverse holos, missing full holos, and missing cards. The seals on the packs appeared to be weaker than normal, so on top of the missing Kingdra Full Art Promo, I think someone got into these packs and pulled valuable cards.

I don’t know how it happened, but when I opened my box, I received a basic energy card where the Kingdra Full Art Promo was supposed to be. That’s kind of the whole point of the box.

All three main cards were replaced with energy cards faced down and all the packs had been opened and then resealed.
