My 1.5 year old loves these. They are safe, easy to use, and durable. If you wind them up fully (9 half-rotations), the legs spin fast in the air, but with really not much force - if your baby touches the spinning arms, it will not hurt them. They spin slower in the water, making them swim for maybe... 20 seconds? 30? You can pretty much keep 2 always swimming, indefinitely, while you wind the third.
Also, they are good interactive toys to teach your kiddo how to wind it themselves, and how turning it will result in the arms spinning. Mine is still working on learning that part, but they'll get there eventually.
Extra fun: wind it up, put half of it in your mouth, and then you can spit it (pop!) into the tub. Super hilarious for some reason.
